Offshore Website Design is a service of Export Quality Services Co., Ltd., headquartered in suburban Bangkok, Thailand, beside Thailand's tax incentive zone of offshore information technology or IT development, Software Park. Parent company Export Quality Services Co., Ltd. specializes in outsourcing of graphics, animation and programming using Thai skilled labor.

Offshore Website Design was founded by an American, Mark Prado, whose own company has been developing internet applications since 1987 (including one of the first ISPs serving the Washington, D.C., region long before the World Wide Web), and has been using offshore labor since 1989.
